Dr. Idris Salim Dokota, PhD, CBS is the Principal Secretary and the Accounting Officer for the State Department for Cabinet Affairs. Dr. Dokota holds a Doctorate Degree in International Economics and a Master’s Degree in Economics; World Economy from the University of International Business and Economics in Beijing-China. He holds a B Com degree in Accounting and Finance from Pwani University. He is a Trade Economist with years of experience in Consultancy and training both in Public and Private sectors. Previously, he was appointed principal secretary at the State Department for Arid and Semi-Arid Lands(ASALs) and Regional Development. Before that,he worked as a Planning Officer in the Planning and Strategy Department of the National Museums of Kenya(NMK).He engaged in policies and strategies formulation and implementation at NMK. He has experience in impact evaluation, research and modelling. His areas of interest include cultural goods trade policy and cultural economics.

Mary Kerema is a distinguished leader in the field of Information and Communications Technology (ICT) within the Kenyan government. She oversees the development, deployment, and maintenance of crucial government enterprise systems, including the National Education Management Integrated System (NEMIS). Her responsibilities extend to implementing the Electronic Government Procurement System (e-GPS) and spearheading the re-engineered Pension Management System. Mary plays a pivotal role in shaping Kenya's digital landscape, developing ICT Masterplans, Strategic Plans, and policies for the National Government. As the technology lead for Kenya's Digital Identity project, she guides the implementation of the e-Citizen Platform, enhancing digital services for Kenyan citizens. Her expertise and leadership have also led to her appointment as the deputy ambassador for ID4Africa for Kenya in 2024. In recognition of her outstanding contributions to ICT development in government and her distinguished service to the nation, Mary was awarded the Order of Grand Warrior of Kenya (OGW) by the President in 2020. With over 15 years experience in the Cyber Security space, I have honed an innate ability to establish trust with businesses, sit and strategise with them on how to identify the gaps in their overall Cyber Security approach and position specific complex solutions to suit their specific needs. By implementing my technical and project management background, I have developed complex projects for large enterprises aiding in technology, risks, scope, cost, quality, time and resources.
